About this Interview
Richard J. McConnell is interviewed on his early career before becoming Director of Finance for the Philadelphia city government. Mr. McConnell goes on to describe the city's financial condition during the Clark and Dilworth administrations. In particular, he discusses his work with the Greater Philadelphia Movement in the development of a Food Distribution Center. Mr. McConnell finishes the interview by describing his decision to leave the position of Finance Director in order to become head of the Food Distribution Center.
Biographical / Historical Note
Walter M. Phillips, Sr. (1912-1985) was active in Philadelphia civic and political life for over thirty years. He worked and volunteered in a variety of city and regional organizations. After retiring, Phillips initiated an oral history project, interviewing in the 1970s many individuals with whom he had worked.
